COMMISSION RECOMMENDATION of 8 February 1996 on a common aggregation for the purpose of making economic analyses (Text with EEA relevance) (96/162/EC)

THE COMMISSION OF THE EUROPEAN COMMUNITIES,

Having regard to the Treaty establishing the European Community,

Whereas Council Regulation (EEC) No 3037/90 (1), as last amended by Commission Regulation (EEC) No 761/93 (2), established a statistical classification of economic activities, hereinafter called 'NACE Rev. 1`;

Whereas Regulation (EEC) No 3037/90 is not concerned with obligation as regards the degree of detail to be used in statistical analyses (Article 1 (3));

Whereas the levels of detail for which information is available differ in various statistical fields and also from one Member State to another;

Whereas there is the possibility of Member States developing for their own economic analysis needs different aggregations not comparable at the European Community level;

Whereas, in accordance with the principle of subsidiarity, the creation of common statistical standards is a task that can only be dealt with effectively at Community level; whereas such standards will be implemented in each Member State under the aegis of the organizations and institutions with responsibility for official statistics;

Whereas it is essential to have harmonized aggregations available for economic analyses at the European Community level,

HEREBY RECOMMENDS:

Sole Article

For the purposes of economic analyses, Member States are to take as far as possible the measures needed to be able to transmit to the Commission the aggregation of the economy in accordance with the 20 headings which are set out in the attached Annex and which are defined by reference to NACE Rev.1.
