RESOLUTION OF THE CONSULTATIVE COMMITTEE OF THE ECSC on the granting of adequate budget appropriations for social and labour market policy support measures (95/C 40/03)

THE CONSULTATIVE COMMITTEE OF THE EUROPEAN COAL AND STEEL COMMUNITY,

- believes that the budget appropriations for social support measures of ECU 240 million will not be sufficient,

- observes that, according to information from the Commission, applications have already been submitted by the Member States to the tune of ECU 185 million and that there is thus a reserve of only ECU 55 million for all the measures to be carried out in 1995, despite the fact that many further job losses are expected in that year,

- would point out that it is the aim of both the European Commission and the Member States to reduce unemployment and that labour market policy measures must be expanded accordingly,

- is of the opinion that the intended restriction would halt socially-acceptable restructuring in the iron and steel regions,

- calls on the Commission to provide for additional budget appropriations via the applications submitted for 1995 and to lay clear emphasis on the importance of qualifications, retraining measures and measures to increase regional mobility as well as on abolishing unemployment among young people in the affected areas.
