RESOLUTION OF THE EUROPEAN COAL AND STEEL COMMUNITY CONSULTATIVE COMMITTEE on launching a 12th ECSC low-cost housing programme

(Unanimously adopted at the 303rd Session of 18 December 1992)

THE CONSULTATIVE COMMITTEE,

Having noted that the 11th ECSC low-cost housing programme expires on 31 December 1992,

Considering that the selective allocation of subsidized loans for ECSC housing, as a measure flanking the restructuring of the coal and steel industries, alleviates the social effects of this restructuring;

1. CALLS UPON THE COMMISSION to ensure continuity of social policy in favour of ECSC industry workers in the field of housing by continuing the ECSC low-cost housing programme;

2. STRESSES that a programme lasting several years is indispensible to meet the housing needs of ECSC workers by means of appropriate high-quality housing, and to ease the social burden caused by restructuring;

3. INSISTS that, given the uncertain prospect of housing measures being taken over by the Structural Funds, it is essential that the ECSC should guarantee the continuation of these measures until the expiry of the Treaty;

4. STRESSES that, given price trends and the very great requirements for improving and renovating housing in recession-stricken regions (for example in the new Laender in eastern Germany), a suitable increase in funds is necessary, making use of all available reserves;

5. THEREFORE REQUESTS THE COMMISSION to take a decision as soon as possible in favour of the continued implementation of housing measures in the form of a 12th ECSC low-cost housing programme.
