COUNCIL RESOLUTION of 26 March 1992 on the extension of the system for observing the markets for the carriage of goods by rail, road and inland waterway (92/C 86/04)
THE COUNCIL OF THE EUROPEAN COMMUNITIES,
Having regard to the Council Declaration adopted on 12 June 1978 on the progressive implementation of a system for observing the markets for the carriage of goods by rail, road and inland waterway between the Member States,
Having regard to the Council resolutions of 18 June 1986 and 8 December 1988 on the extension of the system for observing the markets for the carriage of goods by rail, road and inland waterway between the Member States (1),
Having regard to the proposal for a Council Decision for a permanent European system for observing the inland goods transport markets submitted on 20 January 1991 by the Commission (2), and the report from the Commission to the Council on the implementation of the temporary system,
Whereas the adoption of a permanent market observation system is desirable;
Whereas the permanent system should match the needs of a common transport policy, taking particular account of the completion of the internal market;
Whereas a permanent market observation system should, firstly, be reliable and provide access in a reasonable space of time to necessary information on both national and international transport markets in the Community; whereas, in addition, it should not entail disproportionate costs and therefore the objectives and workings of the system should be carefully defined, stipulating in particular the tasks incumbent upon the Member States;
Whereas the question also arises as to whether this system should apply only to road and rail transport or should also cover other forms of transport;
Considering that the establishment of such a system requires additional detailed consideration in respect of its characteristics and manner of implementation;
Considering that, until a permanent system is implemented, the continuity of the current provisional system should be maintained,
HEREBY ADOPTS THIS RESOLUTION:
1. The system for observing the markets for the carriage of goods by rail, road and inland waterway, as laid down in the Council resolution of 8 December 1988, will continue in force until such time as a definitive system is implemented.
2. The Member States and the Commission will ensure close cooperation between their relative departments in the collection and analysis of data forming part of the market observation system.
3. The Council invites the Commission to continue, in cooperation with experts from Member States, its investigations in this area, including an estimate of the costs and to submit to it if appropriate, an amendment to its proposal aimed a setting up a permanent system. In this context, the Commission may also consider whether or not data concerning other fields of transport not included in the present system should be introduced in the future permanent market observation system.
