COUNCIL RESOLUTION of 4 November 1988 on the improvement of consumer involvement in standardization (88/C 293/01)
THE COUNCIL OF THE EUROPEAN COMMUNITIES, Having regard to the Treaty establishing the European Economic Community.
Whereas the Treaty provides that one of the aims of the Community is the improvement of the living conditions of its citizens, including the protection of the health, safety and interests of consumers;
Taking account of the Council Resolution of 7 May 1985 on a new approach to technical harmonization and standards (1);
Considering the conclusions of the European Forum on consumers and standardization from 4, 5 and 6 June 1987 in Brussels.
HEREBY ADOPTS THIS RESOLUTION:
A. At the level of the Member States, the competent authorities are called upon to foster:
1. the improvement of consumer involvement in the standardization process;
2.the representation of consumer interests in:
- standardization bodies;
-national delegations to European and international standardization bodies;
3.the provision, if possible and insofar as necessary, of appropriate means, granted within the context of overall or specific support, to allow consumers to carry out their required functions.
B.On a Community scale, the Council:
1.welcomes the Commission's intention of preparing a programme of priorities in the context of technical standards and rules for consumer goods which are of particular interest to consumers;
2.calls upon the Commission, as far as necessary, to organize seminars on the problems of standardization in order to improve consumer cooperation in technical standardization.
