THE COUNCIL OF THE EUROPEAN COMMUNITIES, Whereas a European Convention for the protection of vertebrate animals used for experimental and other scientific purposes was adopted by the Committee of Ministers of the Council of Europe on 31 May 1985; Whereas the European Convention for the protection of vertebrate animals used for experimental and other scientific purposes is open to signature by the Member States and by the Community in the exercise of their respective powers; Whereas the Council has decided that the Community should sign the said Convention; Whereas it is important that the convention should also be signed by the Member States as soon as possible; Whereas certain Member States have already signed the said Convention, REQUESTS those Member States who have not yet signed the European Convention for the protection of vertebrate animals used for experimental and other scientific purposes to do so at the earliest possible date.
