COMMISSION OPINION
of 26 November 1986
addressed to the French Government on the draft Decree concerning the implementation of Council Directive 82/714/EEC laying down technical requirements for inland waterway vessels

In a letter dated 25 April 1986, the Permanent Representative of the French Republic to the European Communities sent the Commission, for the purpose of consultation, the text of a draft Decree concerning the implementation of Council Directive 82/714/EEC (1) of 4 October 1982 laying down technical requirements for inland waterway vessels.
The communication was made pursuant to Article 22 of the above Directive, which lays down that Member States, after consulting the Commission, shall take whatever steps are necessary to comply with this Directive.
The Commission issues the following opinion on the abovementioned decree:
1. The Commission considers that the draft Decree transposes the administrative provisions of Council Directive 82/714/EEC into national law.
2. The Commission calls on the French Government to confirm that the classification of inland waterways, and the technical requirements laid down in the Ministerial Decisions to which Articles 2 and 3 of the Decree refer, comply with the classification of inland waterways given in Annex I and the technical requirements listed in Annex II of the Directive.
3. The Commission calls on the French Government to confirm that the timetable of technical inspections laid down by the Decisions referred to in Article 8 of the Decree complies with Article 8 of the Directive.
