COMMISSION REGULATION (EEC) No 1771/79 of 10 August 1979 amending Regulation No 467/67/EEC fixing the conversion rates, the processing costs and the value of the by-products for the various stages of rice processing
THE COMMISSION OF THE EUROPEAN COMMUNITIES,
Having regard to the Treaty establishing the European Economic Community,
Having regard to Council Regulation (EEC) No 14.8/76 of 21 June 1976 on the common organization of the market in rice (1), as last amended by Regulation (EEC) No 1552/79 (2), and in particular Article 19 thereof,
Whereas Articles 2, 3 and 4 of Commission Regulation No 467/67/EEC (3), as last amended by Regulation (EEC) No 1572/77 (4), fixed the processing costs, the value of the by-products and the value of broken rice for the various stages of processing ; whereas, as a result of the general increase in prices, the processing costs and the value of the by-products have increased ; whereas the said costs and value should be set at a representative level for the whole of the Community;
Whereas Council Regulation (EEC) No 652/79 (5) laid down the coefficient for expressing amounts fixed in units of account in ECU;
Whereas the measures provided for in this Regulation are in accordance with the opinion of the Management Committee for Cereals,
HAS ADOPTED THIS REGULATION:
Article 1
Regulation No 467/67/EEC is hereby amended as follows: 1. Article 2 is amended to read as follows:
"Article 2
1. The processing costs to be taken into consideration when paddy rice is converted into husked rice shall be 35 730 ECU per tonne of paddy rice.
2. The processing costs to be taken into consideration when husked rice is converted into milled rice shall be 35 730 ECU per tonne of husked rice.
3. The processing costs for the conversion of semi-milled rice into milled rice shall not be taken into consideration."
2. Article 3 is amended to read as follows:
"Article 3 1. The value of the by-products obtained from processing paddy rice into husked rice shall be considered to be nil.
2. The value of the by-products obtained from processing husked rice into milled rice shall be: (a) 35 735 ECU per tonne of husked round grain rice;
(b) 48 765 ECU per tonne of husked long grain rice.
3. The value of the by-products obtained from processing semi-milled rice into milled rice shall be: (a) 10 788 ECU per tonne of semi-milled round grain rice;
(b) 13 715 ECU per tonne of semi-milled long grain rice."
3. Article 4 is amended to read as follows:
"Article 4
The conversion of the value of a quantity of husked rice into the value of the same quantity of rice at another stage of processing shall be effected on the basis of husked rice containing 3 % broken rice. If the husked rice contains more than 3 % broken rice, the conversion shall be effected after an adjustment made on the basis of a value of 110 ECU per tonne of broken rice.
The conversion of the value of a quantity of semi-milled rice or milled rice into the value of the same quantity of rice at another stage of processing shall be effected on the basis of semi-milled or milled rice containing no broken rice. If any semi-milled or milled rice contains broken rice, the conversion shall be effected after an adjustment made on the basis of a value of 150 ECU per tonne of broken rice. The adjustments provided for in the preceding paragraphs shall not be effected when the prices of husked rice and the prices of semi-milled or milled rice taken into consideration for fixing the levies and export refunds are lower than: - 110 ECU per tonne of husked rice,
- 150 ECU per tonne of semi-milled or milled rice."
Article 2
This Regulation shall enter into force on 1 September 1979.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
