The Netherlands Railways (NS) apply, in certain cases in respect of the carriage of coal and steel, rates and conditions which differ from published tariffs.

In connection with the regulations 1 adopted by the Government of the Netherlands in implementation of the provisions of the ECSC Treaty cited in High Authority Recommendation No 1/61 2, the High Authority hereby publishes, in Lists I and II below, particulars of the routes over which consignments of ECSC products are carried by the NS at rates and conditions fixed under special agreements.

Producers, dealers and buyers of ECSC products may on application obtain such information on these rates and conditions as may be necessary for the purposes of their participation in the operation of the common market. However, information on carriage for distances of less than 50 km or on carriage on the routes set out in List No II may be obtained only by producers and dealers to whom, either directly or by application of Article 63 of the ECSC Treaty, Article 60 and decisions for the implementation thereof apply.

In the case of special agreements relating to the carriage of coal in competition with inland waterways over the routes set out in List No II, the NS have for annual tonnages of less than 2 000 metric tons based themselves on inland waterway freight rates for the 300 metric ton category specified in the "Tariefbeschikking Ongeregeld Goederenverkeer Binnenscheepvaart 3", except that in the case of goods consigned to Amsterdam or Rotterdam the 500 metric ton category has been used.
